ANTICIPATED SALARY RANGE: $50,000 - $61,000 annually, dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System

The Cochise County Library District operates five branch libraries in rural areas across Cochise County (Bowie, Elfrida, Portal, Sunizona, and Sunsites) and provides support services for seven municipal libraries operated by their towns or cities (Benson, Bisbee, Douglas, Huachuca City, Sierra Vista, Tombstone, and Willcox).  The Library District has operated as a Cochise County department since the 1980s, with a headquarters in Bisbee.

The Library District’s Administrative Manager coordinates and implements the departmental budget and financial activities, oversees payroll, places book and supply orders for branches and member libraries, and plays a significant role in managing library operations, including providing substitute coverage at library locations and events, and representing the Library District in meetings and community outreach activities.

NATURE OF WORK:  Under general supervision, performs administrative and budgetary work of considerable difficulty in managing, planning and coordinating the administration and budget operations for the Library District; supports library operations across locations, and performs related duties as assigned.
 
 

 

Essential Functions

TYPICAL DUTIES:  (Illustrative Only)  Develops, plans, organizes and directs the administration and budget operations of the Library District; administers and coordinates departmental personnel activities; coordinates computer software/hardware applications for the department; coordinates with other departments and outside agencies; conducts administrative research and produce in-depth reports; coordinates special projects and activities for the department; serves as the person in charge when the department director is unavailable; trains and supervises staff as assigned.  

Minimum Qualifications

A Bachelor’s Degree in Public Administration, Business, Management or a department or division related field from a regionally accredited institution of higher learning recognized by the US Department of Education; five (5) years of progressively responsible administrative experience, two (2) years of which must have been in a supervisory capacity and two (2) years of which must have had budgetary control and responsibility; must possess and maintain a valid Arizona driver’s license and the ability to be covered by County insurance.
 
 
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.

Considerable knowledge of:

  • budgetary concepts, processes and procedures;
  • departmental policies and procedures. 

 
Working knowledge of:
 

  • County personnel policies and procedures;
  • public sector accounting/financial systems;
  • computer software/hardware applications.

 
Considerable skill in:
 

  • coordinating the internal administrative services of a large department or division; 
  • supervising support staff;
  • developing and implementing administrative policies and procedures for a large department.

 
Working skill in:
 

  • modern office machines and equipment;
  • managing departmental budget and financial records management systems.

 
Ability to:
 

  • maintain department budget within monetary/fiscal limits;
  • maintain records and prepare reports;
  • establish and maintain effective working relationships with employees, other agencies and the public;
  • read, write and speak English;
  • follow written and verbal instructions;
  • communicate effectively, both verbally and in writing.

WORK ENVIRONMENT: Work is primarily performed under general supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls.  
 
PHYSICAL REQUIREMENTS: Essential functions of this position require: lifting, manual dexterity, ability to communicate.
Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, involves sitting only occasionally, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, feel or manipulate with hands. 
Mental Application:  Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability and creative problem-solving skills are important.
